Blink is really several spells under one name, and the level picks which.
Blink I hops you to a random safe spot more than 4 blocks away, normally within 20; if nothing that close is safe, it searches further out. It is the "get me out of this fight" button, and it will not drop you in lava. Blink II is a lift: it takes you straight up or down your own column to the surface and never moves you sideways.
From Blink III on, you point and go. Aim at a block and you land on top of it. Aim at a player and you go to them. Aim at anything else (a mob, a dropped item) and it comes to you instead. Range grows with the level, starting at 30 blocks at III; a target beyond it is not reached. Aiming at open sky fizzles and costs nothing, except at levels IX and X, which run out to their full range and place a stone block to land on. They will not place blocks where you are not allowed to build.
